Most Wanted sex offender captured in Amarillo

AUSTIN – Dustin Ray Smith, 33, a Texas 10 Most Wanted Sex Offender, is now in custody after turning himself in on Tuesday in Amarillo. Smith was wanted for failure to register as a sex offender, evading arrest and probation violation. The arrest was not the result of a tip, and no reward will be paid.

In 2012, Smith was convicted of sexual assault of a child after an incident in Potter County involving a 15-year-old girl. His criminal history also includes retaliation and assault. So far in 2016, DPS and other agencies have arrested six Texas 10 Most Wanted Fugitives and Sex Offenders, including four sex offenders and two gang members, and $12,500 has been paid for tips that resulted in arrests.

To be eligible for the cash rewards, tipsters must provide information to authorities using one of the five following methods:

• Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).

• Text the letters DPS – followed by your tip – to 274637 (CRIMES) from your cell phone.

• Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.

• Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the “SUBMIT A TIP” link (under the “About” section).

• Submit a tip through the DPS Mobile App. The app is currently available for iPhone users on the Apple App Store: (https://itunes.apple.com/us/app/texas-dps/id902092368?mt=8) and for Android users on Google Play: (https://play.google.com/store/apps/details?id=com.microassist.texasdps&hl=en).

All tips are anonymous – regardless of how they are submitted, and tipsters will be provided a tip number instead of using a name.

DPS investigators work with local law enforcement agencies to select fugitives for the Texas 10 Most Wanted Fugitive and Sex Offender lists. You can find the current lists – with photos – on the DPS website at http://www.dps.texas.gov/texas10mostwanted/.

Reward increased to $8,000 for Most Wanted sex offender from North Richland Hills

AUSTIN – The Texas Department of Public Safety (DPS) is reminding the public that the reward for Mark Timothy McBride, 59, has increased to $8,000 for information leading to his capture if the tip comes in during the month of April. McBride, a Texas 10 Most Wanted Sex Offender and this month’s featured fugitive, is wanted for failure to comply with sex offender registration requirements, parole violation and probation violation. All tips are guaranteed to be anonymous.

McBride has ties to the North Richland Hills/Fort Worth areas, and has previously lived in Pagosa Springs, Colo. Prior to absconding from the North Richland Hills area in 2011, McBride had expressed an interest in living and working in Alaska. In 2006, McBride was convicted in Tarrant County on three counts of indecency with a child/sexual contact for incidents involving two 16-year-old girls. McBride is 5 feet 10 inches tall and weighs approximately 250 pounds. He may wear glasses.

Ellis County Sheriff: Time to brag about your Ellis County Sheriff’s Office Explorers

Last week I talked to you about the Ellis County Youth Expo and the good kids who take part in the leadership-building 4-H and FFA programs around here. This week, I’m going to brag on some more good kids, your Sheriff’s Office Explorers.

Day in and day out, these Explorers make me proud to have them representing your Sheriff’s Office. Their most recent achievement is receiving the first place overall trophy at the Dallas Police Explorer Battle at Big D competition. Each of our two teams participated in four scenarios where they demonstrated the skills they’ve learned as an Explorer.

This year’s competition featured scenarios in active shooter, DWI, robbery in progress and domestic violence, and between our Green and Red teams, our Explorers were awarded three first place, two second place and one third place scenario trophies, with our Green team garnering the overall title out of the 24 teams that competed.

I’d like to personally thank the Dallas Police Department and its Explorers program, who’ve hosted this competition for three years now. It’s a lot of work to put on a meet like this and we appreciate the opportunity you’ve provided for Explorer teams from across the area to get together like this to put into practice what they’re learning during their weekly meetings.

Bottom line, while the accolades are nice, what pleases me the most are the life lessons our young people have the opportunity to learn through programs like the Explorers, 4-H and FFA. All of these kids are learning about teamwork, how to work hard and set goals, and how to overcome any challenges and obstacles that inevitably come their direction. They learn how to plan out what they’re going to do and how to make decisions. Especially with the Explorers, when they’re in these scenarios, those decisions may have to be made in a split second. It’s their training that gets them through it and all of what they’ve learned along the way will stand them in good stead once they’re adults. For those who choose to go on into a law enforcement career, they’re a step ahead on the skills they’ll need.

More often than not people who are in law enforcement enjoy talking about their career, why they chose it, what it’s like on a day-to-day basis and would they do it again. Those firsthand accounts can help a young person who’s thinking about it as a career choice decide whether or not he or she is interested enough to take that first step. Our Training Division deputies were on hand this past week during a Criminal Justice Day hosted by Waxahachie High School’s Criminal Justice Program. Along with other law enforcement, judicial system, fire and EMS, area college reps and others, they helped answer questions put their way about what it’s really like to put on a uniform and serve our community. I know our deputies thoroughly enjoyed their time meeting with all of the young people who stopped by their table. I look forward to meeting our next generation of public servants myself.

This next weekend, Saturday, April 30, your Ellis County Sheriff’s Office will once again join together with other local law enforcement agencies and several organizations and businesses for the spring 2016 prescription drug take-back event.

This is the seventh year your Sheriff’s Office has participated in the program, which typically stages these events twice a year, with several drop-off locations set up for your convenience. This is a free service provided to you.

Please stop by and use this safe means of disposal for your unused or expired medications. It’s anonymous and there are no questions asked. Your taking the time to do this helps the entire community because efforts like this help keep these medications from getting into the hands of people they don’t belong to, like our teens. Another benefit you might not think about is an environmental one. These prescription drug take-back events help protect our earth because these drugs aren’t being thrown away in the trash or flushed down a toilet into our water system.

    Here’s a listing of the drop-off locations provided by our local Ennis and Waxahachie Impact programs and the times they’ll be open. I want to encourage your participation; we look forward to seeing you this coming Saturday:

As a reminder, any over-the-counter and prescription pills and liquid medications can be accepted; however, the drop-off locations cannot accept inhalers and syringes.

Last year, more than 1,500 pounds of medications were gathered for safe disposal during the drop-off events here in Ellis County. Let’s keep this effort going because it benefits all of us.

AUSTIN – The reward for Jose Fernando Bustos-Diaz, 27, a Texas 10 Most Wanted Fugitive and this month’s featured fugitive, has been increased to $10,000 for information leading to his capture if the tip comes in during the month of May. Bustos-Diaz, who is a convicted murderer, is wanted for escape and unlawful flight to avoid prosecution. All tips are guaranteed to be anonymous.

In 2006, Bustos-Diaz pleaded guilty to a 2005 murder he committed while working as a ranch hand in Harris County. He was subsequently sentenced to 35 years in a Texas Department of Criminal Justice (TDCJ) prison.

On April 6, 2010, Bustos-Diaz escaped from the TDCJ Briscoe Unit in Dilley, located approximately 70 miles southwest of San Antonio. Bustos-Diaz is believed to have fled to Mexico. Bustos-Diaz is 5 feet 8 inches tall and weighs approximately 195 pounds. Bustos-Diaz has significant acne scaring on his face and birthmarks on his chest. He also has multiple tattoos, including a heart with a cross on the webbing of his left hand; the name “Vanessa” with one dot on the inside of his left wrist; and the name “Lizeth” on the inside of his right wrist.

Texas Crime Stoppers, which is funded by the Governor’s Criminal Justice Division, offers cash rewards to any person who provides information that leads to the arrest of one of the Texas 10 Most Wanted fugitives or sex offenders.

To be eligible for the cash rewards, tipsters must provide information to authorities using one of the five following methods:

• Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).

• Text the letters DPS – followed by your tip – to 274637 (CRIMES) from your cell phone.

AUSTIN – The Texas Department of Public Safety (DPS) has added Danny Ray Ferguson Jr., 39, to the Texas 10 Most Wanted Fugitives list, and a cash reward up to $7,500 is now being offered for information leading to his capture. Ferguson, who is an Aryan Circle gang member, is wanted for parole violation.

Ferguson’s last known address was in Houston; and he has ties to the eastern Harris County area, including Channelview and Baytown. In 2013, Ferguson was convicted in Harris County of assault and received a three-year prison sentence. Additionally in 2015, Crime Stoppers of Houston added Ferguson to its list of most wanted gang members. Ferguson is 5 feet 7 inches tall and weighs approximately 185 pounds. He has a tattoo of a swastika on the right side of his neck; and multiple tattoos on his back, chest, arms and wrists. Ferguson has prior work history as a carpenter, mechanic and auto body repairman. He may also be known as “Outlaw” or “Danny Ray.”

We’re well into spring now and to where we’re experiencing heavy rains and thunderstorms on a fairly regular basis. Please stay aware of the weather conditions, whether you’re out and about or at home.

Heavy rains can mean flooded roads and when you see where road barricades have been put up, rest assured they’ve been set out for a reason. You may not know why a barricade’s there on a roadway, but do know there’s a hazard up ahead that the precincts and highway department are trying to keep you out of.

Typically, the barricades mean there’s water over the roadways to the point it’s not safe to try and go through. The barricades also could be keeping you out of sinkholes that have opened up; they may also be a warning about a bridge that’s gone out. We’ve also had roads blocked off in the past because high winds blew trees down and utility poles across a roadway.

Please don’t move the barricades and don’t go around them. It makes no sense to risk your life trying to make it through whatever’s up ahead. You might make it, but if you don’t, you’ve put your life at risk, along with the lives of everyone who’ll be called out to help you. And, if you’ve moved that barricade, other people might follow along after you – do you want to put their lives at risk, also?

High water rescues caused by people going around barricades or taking them down are dangerous – and totally unnecessary. Remember, these barricades aren’t there to make life inconvenient for you, they’re in place to keep everyone safe. Let me remind you that you’re violating the law if you move, tamper or ignore a barricade and the penalty is a class B misdemeanor if that barricade was there because of high water on the roadway.

Stay aware of the weather going on around us; stay safe. Remember the adage, “Turn around, don’t drown.”
