Maese is a high-risk sex offender wanted for indecent exposure and failure to comply with sex offender registration requirements. All tips are guaranteed to be anonymous.
Maese has ties to El Paso and an extensive criminal history in El Paso County, including a conviction for indecency with a child and six convictions for indecent exposure. Aguirre, a Texas 10 Most Wanted Fugitive and this month’s featured fugitive, is wanted for murder in connection with a 2002 homicide in Kaufman County. All tips are guaranteed to be anonymous.
Aguirre has ties to the Dallas area as well as Mexico. In 2002, Aguirre was arrested for murder but was deported to Mexico before standing trial. He was arrested again in the United States in 2005 and made several court appearances before absconding. Aguirre’s criminal history also includes theft and prostitution. This week I’d like to tell you about two civilian personnel here at your Sheriff’s Office that I consider my right and left arms. Janie, our civilian supervisor and also my administrative assistant, along with Debra, our senior clerk, oversee several key responsibilities that keep our operations functioning smoothly. Your Sheriff’s Office wouldn’t be the same without the hard work and dedication these two ladies bring to their jobs.
Janie, who’s been with the Sheriff’s Office for 16 years, takes care of the finances. Her business background is put to good use because she handles all of the entries for both the Sheriff’s Office and jail budgets and she keeps up with the line items for each of them. When budget preparation time rolls around, Janie’s there to provide us with historical information and trends she’s seeing where expenses are concerned. There’s a lot of paperwork that flows through Janie’s office because her responsibilities include keeping up with contracts, bills, correspondence and purchase orders, along with auditing credit cards and keeping my schedule updated. If anybody knows where I am, it’s Janie.
Janie works closely with Debra, who serves as our human resource person and who sees a tremendous amount of paperwork going through her office with the number of employees that we have. In addition to scheduling all pre-employment screenings and handling the employee paperwork that goes along with everything from new hires to promotions and terminations, Debra also keeps up with the inventory on our supplies and jail uniforms. She is a very busy and vital person to our day-to-day operations. We were blessed when I became sheriff that we were able to get her to rejoin us here at the Sheriff’s Office. Her past experience includes working as the warrants clerk, CID clerk and open records clerk.
When Janie’s out, Debra steps in as the civilian supervisor, which oversees our clerk positions that include a receptionist/civil clerk, CID clerk, a bond clerk, a warrants clerk, a floater clerk and a part-time open records clerk. During business hours and when the courts are open, it’s a necessity that we always have someone at our receptionist/civil clerk and warrants clerk desks. It can be a juggling task when having to coordinate breaks, lunch times, vacations and emergency situations among such a small staff, but our clerks are always able to keep the desks covered and get the work done, which is due in no small part to the cross-training they’ve undergone.
Since taking office, I’ve been fortunate to add the clerk position that allows us to have a floater and also the part-time open records clerk position. Both of those have let us streamline what our clerks do and keep that all-important paperwork flowing in the most efficient manner possible. Our civilian clerks may be the smallest group of personnel within your Sheriff’s Office but they’re vital to what we do in serving you, our community. From taking your phone calls and ensuring you get to the right person, to fulfilling open records requests, to handling all of our documents with the attention they deserve, our clerks more than handle their responsibilities.
I personally believe this group of clerks we have here in your Sheriff’s Office is one of the best groups of clerks working anywhere in our county. They know what they’re doing and they’re each able to work independently. They earn every dime they make.

AUSTIN – Omar Cruz, 31, a Texas 10 Most Wanted Fugitive, is now in custody after being arrested March 15 in Laredo. Cruz was wanted for aggravated sexual assault of a child younger than 14 and forgery of a financial instrument in Amarillo. The arrest was the result of tip information, and a reward up to $7,500 will be paid. (Cruz was added to the Texas 10 Most Wanted Fugitive list in December 2014.)
Working off tip information, a joint investigation between the U.S. Marshals Service offices in the Northern District and Southern District of Texas, and the Texas Department of Public Safety (DPS) Criminal Investigations Division led to Cruz being located in Matamoros, Mexico. On March 15, Cruz was turned over to members of the U.S. Marshals Service Gulf Coast Violent Offenders and Fugitive Task Force by Mexican authorities at the Laredo Port of Entry. Cruz was booked into the Webb County Jail and awaits extradition to Potter County. In 2006, Bustos-Diaz pleaded guilty to a 2005 murder he committed while working as a ranch hand in Harris County. He was subsequently sentenced to 35 years in a Texas Department of Criminal Justice (TDCJ) prison.
On April 6, 2010, Bustos-Diaz escaped from the TDCJ Briscoe Unit in Dilley, located approximately 70 miles southwest of San Antonio. Bustos-Diaz is believed to have fled to Mexico. Springtime’s arrived and we’ve left another winter in our rear view mirrors. It’s a busy time of the year for almost everyone; the farmers are busy in their fields, school’s still in session and spring sports are in full swing. The days are longer and many of us are putting in some extra hours getting our yards and gardens into shape.
In a little more than a week, we’ll be on into the month of April, which is designated each year as National Child Abuse Prevention Month. We’re fortunate here in Ellis County to have several nonprofits that work with and provide for children who’ve been abused or neglected. While each one of them plays a different role, all are vital to seeing to it that the littlest of our community members are taken care of.
Do you know what the signs of child abuse are? Do you know what steps you can take to prevent child abuse? There are any number of resources available to you where you can learn more about what you can do – and any one of our local nonprofits stands ready to assist you. AUSTIN – The reward for Mark Timothy McBride, 59, a Texas 10 Most Wanted Sex Offender and this month’s featured fugitive, has been increased to $8,000 for information leading to his capture if the tip comes in during the month of April. McBride is wanted for failure to comply with sex offender registration requirements, parole violation and probation violation. All tips are guaranteed to be anonymous.
McBride has ties to the North Richland Hills/Fort Worth areas, and has previously lived in Pagosa Springs, Colo. Prior to absconding from the North Richland Hills area in 2011, McBride had expressed an interest in living and working in Alaska. In 2006, McBride was convicted in Tarrant County on three counts of indecency with a child/sexual contact for incidents involving two 16-year-old girls. In November 2014, Gonzalez absconded from his trial proceeding in El Paso while being prosecuted for possession of child pornography. AUSTIN – The Texas Department of Public Safety (DPS) is asking for the public's help in solving the murder of an unidentified woman whose remains were discovered in 1992 in Refugio County. As part of a DPS public awareness program, one unsolved case is featured by the Texas Ranger Unsolved Crimes Investigation Team each month in an effort to generate new investigative leads and bring added attention to unresolved or “cold cases” across the state.
On March 2, 1992, a woman's remains were found on a ranch approximately four miles east of Refugio in Refugio County, and no identification was found with the victim. Based on forensic examinations, the woman is believed to be white, approximately 20 to 35 years of age and about 5 feet 3 inches tall.
Clothing found at the scene included a long coat, black leotards, a short black dress, red belt, white knee-high boots and a red earring. It was estimated the victim’s body had been at the location for approximately one to three years. Based on the skeletal remains, a composite drawing was composed that may resemble the victim.
Victoria Crime Stoppers is offering a reward up to $10,000 for information that provides the identity of the victim or identifies the person or persons responsible for her death.
