DPS seeks leads in 1974 murder of Alice Police Officer Matthew Murphy

AUSTIN – The Texas Department of Public Safety (DPS) is seeking the public's help in solving the 1974 murder of Alice Police Department Officer Matthew Murphy, who was shot and killed during a traffic stop. As part of the Office of the Governor and Texas Crime Stopper's Fallen Hero Reward – Texas Remembers program, a reward up to $20,000 is being offered for information that results in this case being solved. All tips are guaranteed to be anonymous.

Officer Matthew Murphy

On Dec. 1, 1974, Officer Murphy was shot after stopping a vehicle at West Main Street and U.S. Highway 281 in Alice, Texas. Several minutes after the initial stop, another officer found Murphy suffering from gunshot wounds. Murphy was transported to a local hospital, where he later died.

Witnesses described a two-door car leaving the area of the shooting, and it is believed the vehicle was occupied by more than one individual. Responding officers were unable to locate the vehicle after it left the scene.

To be eligible for the cash rewards, anyone with information about the murder of Officer Matthew Murphy can provide anonymous tips in three different ways:

• Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).

• Text the letters "DPS"– followed by your tip – to 274637 (CRIMES) from your cell phone.

• Submit a tip online: https://www.tipsubmit.com/WebTipsCSI.aspx?L=E&AgencyID=650.

Created in January 2016, the Fallen Hero Reward program is designed to help generate new investigative leads in unsolved cases involving a Texas law enforcement officer or first responder who was murdered or suffered an incapacitating injury while in the line of duty or while acting in an official capacity. The program is funded by the Governor's Criminal Justice Division and administered by DPS.

Since there is no statute of limitations on the offense of murder, the state has the moral and statutory obligation to pursue these cases to a successful resolution; or until no other lead is viable.

Agencies that may have an unresolved or cold case that meets the criteria for the Fallen Hero Reward program are encouraged to email Texas Crime Stoppers at txcrimestoppers@gov.texas.gov.

REMINDER: Reward increased to $12,500 for Most Wanted fugitive from Madison County

AUSTIN – The Texas Department of Public Safety (DPS) is reminding the public that the reward for Jared Luke Langley, 34, has been increased to $12,500 for information leading to his capture if the tip is received in March. Langley, a Texas 10 Most Wanted Fugitive and this month's featured fugitive, has ties to the Aryan Brotherhood of Texas gang and is wanted for parole violation, burglary, theft, evading arrest and possession of a controlled substance with intent to deliver/manufacture. All tips are guaranteed to be anonymous.

Langley has ties to Montgomery County and Madison County, including the city of Midway (his last known address). In June 2016, the Texas Board of Pardons and Paroles issued a warrant for Langley's arrest for parole violation. In July 2016, deputies with the Madison County Sheriff's Office attempted to arrest Langley but he fled on foot and eluded capture. Langley is 5 feet 6 inches tall and weighs approximately 190 pounds. He has numerous tattoos on his abdomen, back, chest, both arms and both legs. He may be known by the nicknames "Twisted" or "Twist."

One offender from the Texas 10 Most Wanted Program is featured each month in hopes the higher reward money from the Governor's Criminal Justice Division will generate additional tips. The higher reward amount will only be paid if the tip comes in the same month the fugitive is featured. In 2016, Texas Crime Stoppers paid $42,500 in total rewards for anonymous tips that resulted in arrests of Texas 10 Most Wanted fugitives and sex offenders.

To be eligible for the cash rewards, tipsters MUST provide information to authorities using one of the five following methods:

• Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).

• Text the letters "DPS" – followed by your tip – to 274637 (CRIMES) from your cell phone.

• Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.

• Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the "SUBMIT A TIP" link (under the "About" section).

• Submit a tip through the DPS Mobile App. The app is currently available for iPhone users on the Apple App Store: (https://itunes.apple.com/us/app/texas-dps/id902092368?mt=8) and for Android users on Google Play: (https://play.google.com/store/apps/details?id=com.microassist.texasdps&hl=en).

All tips are anonymous – regardless of how they are submitted, and tipsters will be provided a tip number instead of using a name.

DPS investigators work with local law enforcement agencies to select fugitives for the Texas 10 Most Wanted Fugitive and Sex Offender lists. You can find the current lists – with photos – on the DPS website at http://www.dps.texas.gov/texas10mostwanted/.

Do not attempt to apprehend these fugitives; they are considered armed and dangerous.

142 criminally charged illegal immigrants released by Travis County

The Department of Homeland Security (DHS) today issued its first “Declined Detainer Outcome Report,” which highlights the Counties that are not cooperating with Immigrations and Customs Enforcement (ICE) detainer requests. From the time period between January 28 – February 3, 2017, 206 criminally charged illegal immigrants nationwide were released from custody due to the denial of ICE detainer requests. The worst offender was Travis County, which accounted for 142 (nearly 70%) of those released and charged with crimes including sexual assault, aggravated assault, domestic violence, and robbery.

“Today’s report from DHS is deeply disturbing and highlights the urgent need for a statewide sanctuary city ban in Texas,” said Governor Abbott. “The Travis County Sheriff’s decision to deny ICE detainer requests and release back into our communities criminals charged with heinous crimes – including sexual offenses against children, domestic violence and kidnapping – is dangerous and should be criminal in itself. Texas will act to put an end to sanctuary policies that put the lives of our citizens at risk.”

The report from DHS, which will be issued weekly, is pursuant to section 9(b) of Executive Order 13768, Enhancing Public Safety in the Interior of the United States.
